Objectives: The
Conference, at the 1988 Plenary assembly, established the following goals,
together with the means to achieve them:
To make actual and visible the collegial solidarity of Canada's
bishops.
To help bishops discharge their obligation to serve the Catholic
community, locally and universally, in collaboration with laity,
religious and priests.
To foster good relations between the bishops and the Canadian people.
To strengthen the union of the bishops of Canada with the Bishop of Rome
and with all other Catholic bishops.
To cooperate with the Pope, his immediate collaborators, other episcopal
conferences, and international bodies with which the
Conference may establish relations.
Membership Statistics: As
of 11 February 2005, the CCCB was comprised of 133 bishops, 45 of these are
bishops emeriti
(retired bishops).

is active in issues such as ecumenism, liturgy, Christian education, human
rights, social justice in Canada and the Third World, respect for life,

By reason of knowledge, competence, or
pre-eminence which they have, the laity are empowered -- indeed
sometimes obliged --- to manifest their opinion on those things which pertain to the good of the
Church. If the occasion should arise, this should be done through the institutions established by the Church for that purpose, and
always in with truth, courage and prudence, and with
reverence and charity toward those who, by reason of their office represent
the person of Christ.
To assist the
faithful when controversies arise, the Church has given certain procedures
that should be used.
These procedures respect the
" institutions established by the Church," and are provided for in the
Code of Canon Law. There are three types of procedures that can be
used: judicial, administrative, and pastoral.
In all circumstances, the
Church favors pastoral means as a way of resolving disputes
(Canon Law: 1446, 1676, 1713-1716, 1733). Judicial and administrative recourse
should only take place when pastoral means have been exhausted, or
the nature of the matter
requires immediate and formal action.

Media Should Seek Truth
Not Just Numbers, Says Vatican Official
New Secretary of Council for Social Communications
VATICAN CITY, JAN. 26, 2004
(Zenit.org).- People who work in the media should consider themselves
at the service of truth -- not just be concerned about capturing the largest
audience, says a Vatican official.
"Respect for truth and respect for the person" are two underlying
values which must be highlighted "in a world that runs the risk of being
ever more superficial," Bishop Renato Boccardo, the new secretary of the
Pontifical Council for Social Communications, told the Italian newspaper
Avvenire.
On Saturday, he was ordained a bishop by Vatican Secretary of State Cardinal
Angelo Sodano. More than 1,000 people attended the ordination in St. Peter's
Basilica, held on the feast of St. Francis of Sales, patron of journalists. The
new bishop, 51, has been responsible since 2000 for organizing John Paul II's
apostolic trips.
"All those who dedicate themselves to communication should, above all,
consider themselves at the service of truth and, therefore, of man,"
Bishop Boccardo said. "It is not enough to recount what has the greatest
impact or audience."
He added: "I begin this new experience with the clear awareness of having
received a mandate from the Holy Father and I place myself at the service of the
Church, whose great mission is, precisely, the proclamation of the Gospel,
therefore, communication with a capital 'C.'"
The bishop referred to the impact of the media on the formation of youth,
which he appreciated when carrying out his work as head of the Youth Office of
the Pontifical Council for the Laity.
"Having to watch certain television series or films, or hear certain
radio programs or read certain newspapers, [young people] are exposed to the
risk of acquiring a view of life and of interpersonal relations that does not
correspond to reality," Bishop Boccardo explained. This is why "the
presence of Catholics in the world of communication is necessary and urgent, not
to colonize or engage in crusades, but to propose, respecting each and every
one, the Christian view," he said." As an ecclesial community," he added, "we must ask ourselves what
we have done and what we are doing to form mature Christians and valid
professionals to occupy with responsibility the post that is assigned to them."

Publisher Views Their Role in the New Evangelization (excerpts) North haven, Connecticut, JAN. 23, 2004 Zenit.org. Catholic media should be responsible for supporting the renewal of the Church and communicating hope to the faithful, says the publisher of a leading weekly newspaper.
Legionary Father Owen Kearns, who heads the National Catholic Register, outlined his ideas about the marks of good Catholic media and the potential they have to transform the world. He shared his views with ZENIT in the context of Saturday's liturgical memorial of St. Francis de Sales, patron of journalists.
Father Kearns: The mission of the Catholic media is to promote the new evangelization. Helping Catholics to apply the riches of their faith and the wisdom of the Church's teaching in order to understand, evaluate and engage the emerging secular culture poses quite a challenge.
Father Kearns: There are lights and shadows. That's life! Some so-called Catholic media are really anti-Catholic. Others are bent on showing how you can disagree with the magisterium and still be Catholic -- that's such a waste of energy. But the most important mission is for the Good News to be communicated. If that doesn't happen, all the investigative stories are just a dead end.
Q: What has been the greatest
success?
Father Kearns: This vitality is coming almost exclusively from among
those who are bullish about their Catholic faith and the leadership of Pope
John Paul II. If Catholic media were to wake up, en masse, to
their mission to promote the new evangelization, then we would have a far
greater impact on the culture.
Catholic media can have a disproportionate impact on the culture, precisely because of the one they ultimately represent: Jesus Christ, "the powerful one. " Truth and grace are more powerful than any sophisticated media manipulation.
Q: What is the single most important element that Catholic editors and writers need to remember in their job?
Father Kearns:
That Christ has
won the victory over evil. It doesn't mean turning a blind eye to abuses and
failures in the Church. But it does mean speaking the truth in charity, not
in anger or resentment. It also means not giving in to the too-human
temptation of confusing professionalism with cynicism. True Catholic media
are permeated with hope and communicate hope. As St. Augustine said, "We are
Easter people and Alleluia is our song."
John Paul II Appeals to Media for "Courage" to Support Family
Use of Internet by Church Is Encouraged
VATICAN CITY, FEB. 16, 2004 (Zenit.org).-
John Paul II encouraged the use of Internet by the Church as
an especially appropriate means to evangelize young people. The Pope
expressed this Friday when he received a group of visiting French bishops in
audience, and applauded their efforts to evangelize via Internet.
Referring to the reports the bishops gave him, the Holy Father noted the
"complex and difficult context in which young people live. Their cultural
universe is characterized by the new communication technologies, which
transform their relation with the world, with time and with others, and
which mold their behavior."
"This creates a culture of the ephemeral and immediate, which is not always
favorable profundity, interior maturation, or moral discernment," he added.
"However, the use of the new means of communication has an interest that no
one can deny," the Pope said.
"Your conference and numerous dioceses have well understood the positive
character of this change, proposing Internet sites directed especially to
young people, where it is possible to be informed, to be formed, and to
discover the different proposals of the Church," he said.
"I cannot but encourage the development of these instruments to serve the
Gospel and to promote dialogue and communication," he added.
Pope Calls for New Initiatives to
Evangelize Youth
Laments Family Breakdown That Leaves Them Vulnerable
VATICAN CITY, FEB. 16, 2004 (Zenit.org).-
John Paul II encouraged the invention of "new proposals" so that young
people will come to know Christ and grow humanly and spiritually.
The Pope delivered that message to a group of French bishops from the
ecclesiastical provinces of Bordeaux and Poitiers when he received them at
the close of their five-yearly visit to Rome.
"Today I make an appeal to invent new proposals for young people with the
objective of offering them specific places, means and support that will
enable them -- at the diocesan and parish level; in chaplaincies, movements
and services -- to grow humanly and spiritually," the Holy Father said
Friday evening.
"The mission of Christian communities is to lead young people to Christ and
make them enter into intimacy with him so that they can live their lives and
build an ever more fraternal society," he said. "The social aspect must not
make one forget the primary objective of pastoral care: to lead young people
to Christ."
In his address, the Pope analyzed the situation of youth, stressing "the
numerous breaks which make young people particularly fragile," especially
because of "family separations."
"How can one not think of the children and young people who suffer terribly
because of the disintegration of the family cell, or of those who are going
through precarious situations which often lead them to regard themselves as
excluded from society?" he asked.
In this context, young people are led to believe that "all behavior, being
doable, might be good," thus leading to a "grave diminution of the more
sense which leads to thinking that good and bad objectives no longer exist,"
the Pope said.
Hence, he called for new methods of proclaiming the faith. John Paul II
encouraged the use of Internet as a means in which young people can be
"informed, formed and discover the different proposals of the Church."
After stressing the importance of "places" of support, where the education
of youth is carried out -- family, school, university chaplaincies -- the
Holy Father asked that bishops appoint "qualified priests, with a good
formation and a sterling spiritual and moral life, to support young people,
to transmit Christian teaching to them, to share fraternal and leisure
moments with them, so that they will become missionaries."
Another opportunity to evangelize young people is in preparing them for
marriage, the Pope said.
"The Church wishes to propose the way of progression in loving
relationships, which includes engagement and proposes the ideal of
chastity," he said.
"It's remembered that marriage between a man and a woman, and a family, are
built especially on the strong bonds between persons and on a definitive
commitment, and not on a merely affective aspect, which cannot constitute
the sole basis of conjugal life," the Pope said.
He concluded: "May pastors and Christian couples not be afraid to help young
people to reflect on these delicate and essential questions, through
catechesis and vigorous and suitable talks, making the depth and beauty of
human love shine!"
John Paul II Makes Appeal to Catholic
Newspapers
Receives in Audience Assembly of Italian Federation of Weeklies
VATICAN CITY, DEC. 3, 2004 (Zenit.org).-
John Paul II appealed to Catholic newspapers to be agents of the
"civilization of love,"
when he met participants from an assembly of a media federation.
"The contribution of Catholic journalists is more precious than ever today
both at the pastoral as well as the cultural and social level," the Pope
said during an audience with 200 participants from the assembly of the
Italian Federation of Catholic Weeklies.
"Thank you for the service that you offer, with your newspaper publications,
to the building of the civilization of love," the Holy Father said. "In the
era of global communication, your mission is increasingly difficult. Do not
be discouraged, beloved, by the difficulties you meet."
According to the Pope, Catholic newspapers, particularly weeklies, "breathe
into families, parishes and cities the Christian values that form a great
part of the spiritual patrimony of the Italian people."
"I am thinking, in particular, of the protection of human life in its
integrity, of marriage and the family, which in a misunderstood culture of
'personal rights' tends to de-nature; I am thinking, finally, of the values
of truth, justice and solidarity," he said.
"Continue resolutely to proclaim the Gospel of
truth
and of hope from those
pulpits which your diocesan weeklies are, remaining always open to the wide
perspectives of the universal Church," the Pope exhorted.
Before taking leave of the journalists, John Paul II gave them two pieces of
advice.
"To be able to carry out your mission fully, pay
attention first of all that you yourselves are not lacking the necessary
spiritual food of prayer and of an intense sacramental life,"
he said.
"Be concerned as well with enriching your ethical
and cultural formation, so that your convictions are kept in harmony with
the Gospel and are not diverted by the prevailing pernicious tendencies of a
certain modern culture," the Pope added.
The Italian Federation of Catholic Weeklies, established in 1966, comprises
143 diocesan periodicals with a circulation of 1.14 million copies. The
Italian episcopal conference is the main shareholder of the newspaper
Avvenire.
Archbishop John Foley, president of the Pontifical Council for Social
Communications, addressed the assembly. He expressed his closeness to the
participants, and mentioned that he was once director of a U.S. diocesan
newspaper.
"People need sources of information on the Catholic
Church that are complete and authentic," he said.
"Catholics must be constantly updated on the teaching of the Church and on
the way it adapts in our life of today."
